You need to tell whoever runs that site that they are breaking the law by including EXE files on their site. HPS does not authorize any other web site to distribute their updates, nor modify them in any way.
The only reason I can see for this site to have all these files up there is to try and give the games away to people who are not legitimate customers. I personally consider this a slap in the face considering the hundreds of hours that go into this work.
I'll be editing your post to remove the link, now.

Surely the HPS titles listed in the first post are being pirated, and therefore illegal?

Yes, such pirating should not be allowed. I certainly dabbled with the Coblexlaw games, but as they could not adapt to HPS updates, I stick to original HPS games, which I purchased, for scenario and oob editing that I do.
Please do not let this cause further restrictions on my oob/scenario creation pleasure. My Waterloo oob is much different than yours, but we need not fight about it, and I thank you for your effort in bringing the game to publication.
Almost to the 18th, playtesting my Four Days in June scenario, which has a whole new Units file, some of which I borrowed from Uffz. I'd like to post it, but it is a BIG units file.

I couldnt wait on the French. Your units are a little blurrier than Sibel's, some of which I also borrowed, along with Rich's Waterloo units file. Some I painted myself, and I have my own ideas about flags. The Four Days in June oob is much like the Ligny/QB oob in the scenario posted in downloads section.
BTW, only 1st and 2nd Rgts Imperial GD Chasseurs and Grenadiers wore bearskins; 3rd and 4th Rgts wore shakos.

The bearskins:
I think (don’t know), that a complete MG regiment with shakos is only half of the truth.
Indeed I have found first of all the text in Philip Haythornthwaite’s UNIFORMS OF WATERLOO / plate 49:
“(…) The uniform of the 3. Gren. was in conformity with the rules, but there were only a few bearskins (bonnet a poil). Instead of this they wore a colourful mixture of shakos, Chapeaus and Bonnets-de-Police.”

But the last days after your objection I have found a French text with quotes of “Hyppolyte des Mauduit”
( (1794-1862) participa à la campagne de 1815 comme sergent au second bataillon du 1er régiment de grenadiers à pied de la Garde impériale)
and a note of "Com. Duuring"
in Bernhard Coppens’ LES ARMEES DES WATERLOO / page 44 : see attachment.
There I am missing the common old French/English word “shako” …
That means that the chance is high indeed that the 3. and 4. regiment hadn’t bearskins. (Mauduit said something about some “bearskins out of service” of the 4. regiments…)
BUT the chance is very high too that they had only their Chapeaus (Bicorne) and Bonnets-de-Police….and shakos too.
So I have changed the headpieces of the 3. and 4. Grenadiers and Chasseurs from bearskins to shako, Chapeaus and Bonnets-de-Police in version 3.
Try this….
