Set-up:

I have an OPFOR infantry company in dug-in positions, with "Hold Fire" selected. When BLUEFOR enters event box, OPFOR is to Cancel Hold Fire to engage targets.

The Problem:

I can't get the phase to end with Call Back, Call Back Count, or Call Back Snap Shot. I figure I am missing some important factor with these options.

I used Event Box as the trigger and set Cancel Toggle Order->Hold Fire as a response.

This works fine. When BLUEFOR enters the Event Box, the enemy infantry cancel hold fire, and are ready to fire.

In call Back Count: I set the desired hierachy, set the percentage to 100. In the next page, I select "AI ORDER COMPLETE". Finally I enter the number of vehicles/teams in the hierarchy.

The result of all that is failure.

What am I missing?

I can't claim to know the answer on this, but my guess would be that AI Order Complete refers to completion of an assigned mission, not to any random order like Cancel Toggle. After all, those are "instant" --- you know they're done as soon as the order is issued. Missions are less deterministic.

Is there any reason in this particular case you couldn't use the event box criteria to end the phase and assign the cancel toggle as a initiate order for the next phase?

I am trying to find ways to improve battle plans. In this case, I was attempting to simulate one of the options you discussed in another post. In this case, there would be an event box and AI Time trigger, which when activated would cancel "Hold Fire." The first trigger to be tripped by the player would win. I wanted to use one of the Call Back options to quickly end the phase and delete the unused trigger.

In this particular case, I think its no big deal if you don't delete the other trigger. Worst case, both triggers will fire at different times, but if hold fire is already toggled off, toggling it off again shouldn't have any practical effect.

It would be a much bigger deal if, for example, you were assigning path alternatives. Wouldn't want to have the path reassigned when they're already halfway down one of them.
