I'm making a new map with a city. I was wondering if I need to place roads inside the city hexes to link them together or if it is assumed that adjacent city hexes are already linked by a road network. I've had a look at the TEC data and I get the feeling that I will need to link the hexes myself.
Or, on the other hand, is it not necessary to explicitly define the regular intra city road network and only place "special" roads such as 4 lane highways? What is the general consensus on this (if any!)?

You will probably want to place road hexlines between nearly all hexes within the city. Take a look at the TEC using Dataview. Max vehicle speed for a city hex is 20 kph. If the city you are depicting has extremely narrow streets this might be what you want. Low speed paved road hexlines are for typical narrow streets (think older cities). High speed paved roads allow for maximum speed of 150 kph, so these represent wider roads where the vehicle's maximum speed is going to be what limits the speed, not the environment the vehicle is in. Hope this helps. (I did the original maps and associated data, so this is my "baby" so to speak)
