I've received some really good questions about CM Battle Points and Ratings. The posts below are copied from an exchange between me and 2054172 (Wayne) that occurred in the staff area.
I think this will help folks understand some of the nuances of the CM ladder scoring.

Hey Wayne - I'm not going to review all of these but the answer to almost all the points questions is "bonus points"!
The basic formula for CM points (see the FAQ (http://www.gamesquad.com/forums/wfhq-ld-faq.php#CM_points)) for games over 2001 purchase points is 10 + Purchase Points/100. The scenario above has 9496 pp so the formula is 10 + 95 (round up) = 105 base points. Then, depending on the rating of each player, extra points are award if a lower rated player beats a higher rated player. (See this linky (http://www.gamesquad.com/forums/wfhq-ld-faq.php#RatingSystem))
For the game with 137 total points for the same scenario, the bonus points come into play:
Nik [Conscript]: 95 pts Victor Charlie [Elite]: 42 pts
Nik won the game so he gets a bonus. The bonus is 105 * .60 * (7-2) * 10% = 32 bonus points for Nik. So, Nik's total points awarded are 63 + 32 = 95.
Victor Charlie meanwhile suffered a minor defeat so he gets 40% of the base points 105 * .40 = 42 points. The total is then 95 + 42 = 137
