I've been having this problem in v1.047 where I am not allowed to tell a ship in which direction to turn. I understand that there are restrictions, such as land masses, but this is in open sea. I also know the basics of how to plot a course. The screenshot unfortunately does not show the mouse, but it is in the upper left-hand corner. The only choice I have is to make a 180-degree turn when I just want to move a few degrees to starboard to catch up with the Japanese merchant ship. I end up letting the computer play out the battle. It has no problem heading directly toward the merchant.

It seems I get an "Upload Failed" every time I try to put the 80 kb .jpg up here so I'll explain what the picture shows. The yellow course line bends backward and the microview shows the new course will be an about-face. I can't make the new course line move anywhere by holding the mouse key down. This does not happen all the time, but has happened twice, both times with single ship vs. single ship.

Found the problem. It only happens with the camera view on follow ship. With free view, I can steer. Is this a bug or something that is supposed to happen?

It is a feature that has been around since the beginning with follow view, caused by the interaction with the moving view, ship and mouse cursor as it tries to calculate a course.
I don't use follow view at all any more, in the same way I rarely have shell-cam turned on. I prefer the flexibility of piloting my way about the screen using the numpad.

Have you tried pausing the game when giving orders in follow mode? I find using the follow mode and the sticky flyouts work ok together if zoomed out or if paused, but not so well if viewing close up. When in follow view, not paused and close up, the ship moves so much that the point on the ocen that the mouse is covering falls behind the ship, which gives the big change in course you mention
