Citizens of this island,
In spite the UN has done his best to keep this island in peace the leaders of this country took things in the wrong direction. Nevertheless, UN will carry out its duty to protect the innocent citizens of this land. We will make patrols to keep the routes open and defend the cities.
We are sending reinforced patrols from towns J to G, T to AA, and A to G. We have numerous air assets to support our patrolling forces and cities under attack should such event occur. However, we count on the humanitarian feelings of all armed parties of the island and ask for free passage for our troops - this would allow us to do our primary duty, protecting population centres on the island.
I have to warn you, that UN is not a toothless dog you can play with. There are reinforcements coming if our forces are attacked. We will move our troops as well to positions where we can block the expansion of the warring side that FIRST attacked the UN.
Do not underestimate the value of the UN troops. They are well trained and equipped and can do severe damage to the attacking side is they are provoked. The full weight of the international community is behind us. No reasonable commander would like his warring opponent to take advantege of his losses inflicted on him during a futile attack on the UN...
If you have some disagreement with each other and you want to decide who is going to reign on this land in the hard way then do it. Do it in the countryside. But leave the innocent citizens in peace.

I have been sent by my commanding officer to demand that a representative higher than that of a Captain make themselves available to talk on the issue of the protection of the citizen comrades in our towns.
We represent the citizen comrades who after years of corruption, abuse, torture, oppression and rape have risen up against the evil government to seize power for the citizens!
As the true representatives of the people we demand to be treated with the dignity and respect given to all other governments in the international community by allowing our civil representatives to meet and discuss our rightful and legitimate democratic ascension to represent the citizens of this island!
Henceforth, we will not communicate to any representative of the UN below the rank of Lt-Colonel!

The CIC of my native country resolved the issue that was unforunately created due to the departure of the former commander of UN forces (Hub).
I cannot see the problem now.

In my opinion, this place is primarily to allow UN-other party communications. However, local truces and such can be useful for all involved.
It is also good as you do not have to engage in "secret diplomacy." As the UN, we feel important to maintain trust and transparency.

Yes, I will continue to answer questions, provide additional intel. As long as each team starts discussing planning 1st turn movement orders to keep things rolling that will be fine.
My government has instructed me to issue a final ultimatum to those that have taken up arms against it and to those foolish enough to harbour them.
Our offer of amnesty will expire at midnight on the 15th April. Any non-government personnel found to be in possession of fire-arms after that date will be treated as an enemy spy and executed according to the rules of war. Any civilian found aiding the insurgents will also be treated as an enemy spy and executed according to the rules of war.
The Secret Police are presently searching the towns and villages for known Marxist sympathisers and our jails are filling. We can promise that there will be no shortage of informants willing to assist the security forces in their patriotic duty. All citizens will be required to make themselves available for military service and to demonstrate their loyalty to their country. The army is already mobilised and deployed in their camps and morale is high. If the April 15 deadline is ignored we will begin an offensive that will crush this pitiful rebellion once and for all. Lay down your weapons and your lives and those of your families will be spared.

Rumours surrounding the daring escape of the so-called 'rebel' General Aristide von Raupenschlepper from the hell-hole that is Tamdung prison were today confirmed by one of our reporters. People of this Island,
Despite our efforts to find a peaceful solution to the conflict between opposite political forces of this island I see that this country is getting closer to civil war by the day.
If you really choose to embark on this road which only leads to destruction and suffering, then let it be. However, as the UN, we would like to draw your attention to some rules of the international community regarding warfare.
As you all know, the Four Geneva Conventions of 1949 set forth rules on the treatment of the wounded, shipwrecked, POWs and the civilian population. This country is a Party to all these legal instruments as well as Additional Protocols I and II of 1977. This places certain obligations on you in your conduct of warfare. Also, the 1994 Convention on the Status of UN Personnel should be applied to our forces. I ask you to study these before embarking on military operations: this can save you of a good deal of problems some individuals face today in The Hague at the ICTY and ICTR.
The 1907 Hague Regulations concerning the Law of War also stipulate that a third party to the conflict (for example the UN) can offer its mediation to the warring parties and this act cannot be interpreted as a hostile act. So as commander of the UN forces I offer you my services in this field. I am ready to broker exchanges of POWs, local truces and such if any of you feel the need. This is my wish as well to see you some time at the negotiating table engaged in a peace process.
But until then the UN will defend its troops, its interests and the people of this island.

People of this Island,
it is clear now for all, that the people's wish of living in peace and security on this island were ignored by the forces of evil and destruction, and the country is torn in a murderous civil war.
The UN and its forces, as guarantors of peace and stability are threatened as well by the tragic events of this week. They not only had to temporarily leave some areas of the country, but one of the parties to this conflict went as far as launching an attack on the UN, therefore launching an attack on the international community! I warn them, we shall return in force and then they will realize the mistake they are doing now - but then it will be too late. I ask both commanders and soldiers to consider that continuing to challenge the UN, therefore the whole of mankind can only lead to their destruction.
I have to point everybody's attention to the fact, that such actions are not and will never be tolerated, and the perpetrators of these illegal acts will face punishment by the appropriate international bodies. As the commander of the UN forces, with the consent of the UN Secretariat I am making the steps necessary to involve the International Criminal Court in administering justice to the villains who dared to wage war against the UN. I call on everyone to cease cooperation with commanders hostile to the UN, take steps to remove these persons from commanding positions, and then they themselves will be safe from punishment.
I call on the people of this island to consider that whichever side wins this conflict, it will need the full political and economic support of the international community - it means that only those who respect the rules of international law and show respect to the UN will be acknowledged as true leaders of this society. Do not support commanders who disreagrd your future for the sake of their personal gain!
Finally, as the highest representative of the UN on this island I make a proposal: Cease attacks on our forces immediately, avoid further bloodshed, and hand over the mastermind of these treacherous attacks to the competent international bodies. If you do so, you will have the benevolence of the world again, and your actions against our forces will be forgiven for forever.

We beleive that the banner of the prestigious UN has been desecrated by the capitalist dogs that seek to control this island through the government puppets that we, the citizens of this island wish to remove.
The proof of this deception is in the way they have ignored the laws that govern the united nations of this world.
The UN has breached their own charter 'article 7(2)' that they should not interfere with domestic problems of another sovereign state, and as there is no harm being brought onto the citizens of this island; except by the dogmatic approach of the UN leadership to deny us the tools to defend our citizens from the violent puppets they support.
The citizens of this island can not and will not be intimidated by corrupt capitalism in all its forms, and as such we demand the complete withdrawal of the UN's illeagal presence in in Zone G!
God will not help this island but the perseverence of the citizen workers will!

First, I could say to you, Commander, that "Satis eloquentiae, sapientiae parum," or "Si tacuisses, philosophum manisses," but we are not here to conduct academic debates with each other, so I only tell you the following:
The mandate and therefore the responsibilities of this UN contingent were estabilished by the Security Council, acting in accordance with Chapter VII. of the Charter of the United Nations. Therefore claiming interference to domestic matters is pointless. The situation developed here (with the active help of your Party) is a threat to international peace and security, therefore the SC decided to put control on it. This is why we are here, questioning the lawfulness of our presence is just showing how much you disrespect the international community.
While it is not a soldier's task to evaluate the legality of your presentation of yourself as the legitimate government of this land, I can call your attention to the fact that you are not recognized as such. So claiming that you represent the population of this island is completely groundless in the legal sense. Therefore I cannot give way to your requests to us.
I reiterate, that by attacking our forces you seriously breached international law, and you estabilished your criminal accountability. I call upon you to respect the human rights of the people living in the territories occupied by your forces, and maintain discipline of your troops - we have reports and evidence that during your assault on G the civilian population suffered indiscriminate shelling from your forces - do not add to this offense by letting your soldiers committ others.

"56 AK-47 rifles,167 ammo clips,2130 rounds of ammo,48 hand grenades,35 61 mm mortar rounds were siezed a few days ago by Pro Government Forces in a undisclosed location.",said a sandy haired girl on the video monitor reporting for the BBC.
A short distance away General Rohan Davey paced about the Command tent.He was furious at the Rebel Commander for spilling blood of non combatants,his own people.
"The leader of the Rebels is a man drunk with power.",stated the Pro Government Spokesman on the monitor,behind him a plume of smoke rose from a group of distant buildings.
General Davey headed out of the tent to a detention area where the rebel scout team was being held,he was amazed how cooperative they had been in showing the location of the hidden weapons,perhaps there was more information,one more questioning session couldnt hurt.

To all parties to the conflict on the island
After negotiations, today Rebel high command surrendered to UN forces. They agreed to cease all hostilities.
All leaders of Rebel forces are now in the custody of UN forces on the island. According to the agreement, they will be given political asylum in Cuba, on the promise that they will never return to this island. The Government of Cuba gave effective guarantees to this effect. UN will transport Rebel leaders to Cuba.
Rebel units opened their front on the west and south, thereby allowing UN forces to enter the town of G. They will demobilize their forces still facing Government forces in the East in the coming hours. UN will guarantee ceasefire between them, as well as the the personal safety of disarmed Rebel combatants.
UN forces are determined to maintain law and order, as well as to continue guarding the safety of the civilian population, against all threats.
Former Rebel Commander Gen. Katusa will issue a statement in the coming hours to confirm this agreement.

From now on, they will protect the people against the tyranny of our government. I call on all of your units to end fighting, and surrender to UN forces. From G, you may leave Westward, under the protection of the international forces.
Our leadership accepted the generous offer of the friendly Cuban nation. But when the political situation will change, and the Revolution will triumph all over the world, we (or our sons) will return, and free the nation!

Well finally the Rebels are out of the way,Life is good. We will provide first class tickets to any Rebel partisans remaining and you can all spend the rest of your summers sweltering in Havana. We will be sending crack anti air conditioning teams to your area to make matters worse. :laugh:
