Why are the German Navies in the German Inf OOB 1 Formation, when there is an Axis Naval Formation?

So that the main German fleets will reconstitute off of Kiel (where the infantry OOB reconstitutes).

The Axis naval formation includes odds and sods like the Balts, Japanese and Danes and doesn't reconstitute.
