In EA TOAW III (vers. b) I have diffucult to use paratroops after few turns (around turn 15) because, even if I have enough air transport capacity and they are in airport hex, it doesn't allow to airtrasport them.
How is it possible?

Have the units been previously destroyed and then reconstituted? If so, then that is your problem since reconstituted paratroops and airlanding units lose their specialized ability when they are reconstituted. See 9.1.8 in the manual.
Further, if you have a parent unit that has been divided into sub-units, and one or more of the sub-units was destroyed, and then reconstituted, and then recombined, it will remove the ability of the recombined parent unit, and further breakdowns from that parent unit from having any further airmobile capability.
Moral of the story is to treat your airlanding and paratroops as the highly specialized forces that they were, and not fritter them away on lesser tasks, unless they are well protected, or very quickly relieved.
If none of the units have been destroyed, then there is another possibility in that you have broken down, and recombined the subunits, earlier in the turn that you are trying to airlift them. You can only airlift units that have not moved at all, earlier in the turn, and recombinations are treated as a movement in that respect.
