Is there any reason not to declare war on Germany with France and the UK, following the German invasion of Poland?
Iirc, there used to be a penalty associated with this (to the USEV?), but it was removed a long time ago.
So, if I can remember all of this properly, the answer to your question is no.

No, it's just there in case the German player tries to delay things by not declaring war on the Western Allies himself.
The Axis have the option in case some brave player wants to attack into Poland and the west simultaneously from the very start.
I suppose that the Allied player could leave it for a few turns to move British troops to the Mediterranean and to suck up more supply, but the French can't move until they're at war, so the danger would be that an experienced Axis player, knowing their dispositions, declares war himself and executes an attack of incredible cunning and complexity. This seems unlikely...

Bad move. First off, there is no telling if the Axis has dropped a DoW on you during their last turn, so there is a chance the Allies will be caught vulnerable in regards to sea movement of any kind.
But more importantly, I've noticed that most players (as the Axis) seem to forego Norway until sometime after Poland, but prior to France. (I myself always take Noway out on the same turn as I attack Poland, for reasons that are mentioned below).
As the Allies, you must already be at war with the Axis player if you wish to intervene in Norway... Spelled out in the most basic form, if the Allies are not yet at war with the Axis, and Germany invades Norway, you cannot respond at all; in fact, it will take a minimum of two turns before you can intercede, and this gives the Germans more than enough time to take all important locations, and have a korps sitting on them, dug in, before the Brits can even load a transport.
Which makes rather obvious why as the Axis I always take Norway the same time as Poland, and as the Allies why I always drop a DoW on the Axis player the moment it becomes possibile. And if you add in to that any possible mayhem an experienced and creative German player might cause, as Mark suggests, I see this as being a very poor move, strategically speaking.
