Why does the 9th SA Armoured have 24 Achilles toped right up, and Centurion Mark IIs (1949) not topped up?

Has anyone won as the Axis in the second campaigning season? ie: You attack in '40, win in '41, or attack in '41, win in '42.
I assume that I know of one: One of Mark's opponents. Who, I assume, attacked in '41 and won in '42.

All my games as the Axis have been over between November of the year I attacked Russia, and February of the next year - so less than a full year of campaigning. But to put that in perspective, playing this scenario can take years. All my early games were as Axis (I had an axe to grind, lol), and then I overbalanced by taking nothing but Allied games on. But in those early Axis games, the Allies were much under-powered compared to what they are now.

If a fleet is due to reconstitue at, lets say, Cairo, will it just reconstitue in the nearest sea hex?

Yeah, most British fleets (and the Lend Lease destroyers) around Liverpool, Force 'H' off of Alexandria, Germans around Kiel, Italians Messina, US USA, French Mediterranean Toulon, French Atlantic Brest.

The minors and Russians don't, that may be a little unkind to the Soviets.

Yeah, I've had the same experience. I have had a couple of more modern games as the germans, and found it much harder to push the russians over early. That said I did one where I attacked russia in 1940 just for kicks, and finished them in mid 1941, and another where I think they lasted to mid 1942 .... does that last one sound right Mark? This game is much, much more balanced nowdays.
