Open the scenario in the editor, and look at the flags set in the replacements priorities. I'm pretty sure the Spanish do, as I have seen them do so in my scenarios. However, I think that the French do not. However, to be sure, look it up.

Good point. Should have thought of that *facepalm*
EDIT: If anyne else was wondering. Two divisions of Spanish partisans recure, and none of the French do.

The Spanish Communists and Anarchists do, the Asturians and Basques don't. The Spanish Civil War had only ended in early 1939, and there would certainly have been enough disgruntled Republicans around to keep Franco's security forces on their toes.
The Admiral Darlan 'guerillas' don't, as they just represent local patriots taking over from the discredited Vichy administration while the new French government organises itself. I need to have them as guerillas for their magic hex changing abilities, rather than because they're genuine irregular forces.
