Question about pro gov force breakdown

After signing up and reading further I'm wondering how much of the Pro Gov oob will I actually command?

Commanders will not have specific units to command. The team, led by the force commander will issue movement orders. Battles will be determined and the resulting battles will be divided up among the Team's commanders, with Force Commander getting 1st pick. This part is stil being worked on in the rules.
