The pairings for the tournament are going to be made blind. Both commanders have been asked to supply lists of players with a number against them. Mantis is then going to pair them off according to the number.
The Soviet commander seems to think that we have to number the players according to the preceived ability. This would result in the best players playing the best players. As well a being open to all sorts of arguments it would work against us overall. Our best chance of winning the scenario is in the first five turns. If players of equal ability are paired then the chance of stalements increase.
What I've done therefore is to split the list of players on the web page approximately down the middle and then shuffled them. The will give us a random mix of abilities.
As far as TO's are concerned, Mantis seems to be leaving it to the players to agree for each particular game. I would go for using three TO's rather than two (one has to be a deployment option). The best Soviet TO is the release of the DON front reinforcements. The others are of marginal use.
