I'm uncomfortable with this one. The only reason the 1st Pz Armee will turn up is because it is running away from the Soviets in the South! Taking this option gives us extra troops early, but also dumps the Soviet 44th Army 7 hexes from Rostov, a supply point, worth 30 VP's and a long way to the rear at the start of the game. If you wanted to play it cautiously, you could trigger early 1st panzer arrival, pull them away from the soviet 44th army deployment zone (to goad him forward) then encircle crush 44th army quickly with the entire 1st Panzer Army, freeing up 6 high quality divisions for use against the Soviets elsewhere. If the Soviet player is smart, he'll just sit his 44th army in the deployment zone (so you can't attack him) to act as a mere threat to Rostov and tie down forces. If that happens, leave behind 2 or 3 divisions and that will be more than sufficient to deal with it, while freeing up 3-4 panzer/motorized divisions for use elsewhere. If we only get to choose 1 extra unit TO, I think this should be it. It's far more advantageous to us than releasing just the 19th Pz, even if that one has no penalties associated with it. Obviously, if we get to take both, we should take both.
