The Soviets are weak in the South and strong in the centre and North. The Soviets have the option to deploy the 2nd Guards army in the N, S or centre.
Soviet Strategic Defensive Deployment TO choices
Unless the Soviet commander is going for a double-bluff, he'll deploy in either the South (to reinforce his defences there) or in the centre (where he can support the defence of the pocket, or can counter-attack to the N or S. Given that we can choose to go S, centre or N too, the safest bet for the defensive Soviet player is to go for the centre deployment.
Soviet Strategic Offensive Deployment TO choices
A Northern deployment makes the most sense if the Soviet player wants to go on an early offensive - he can use the troops to cut through the weakest forces we have v.early in the game. This strategy can only go ahead if the Soviet player isn't worried about us relieving the pocket. The advantage for the Soviet player isn't in the Victory hexes in the area, but its because he will be able to roll up the line from the North - if we get significant forces trapped between the Soviet attack and the river they've had it.
