One of the Allied Navy units has reconstituted in the Indian Ocean. However since I control Cape Town, the Suez Canal, and Basra this doesn't make sense. Shouldn't it have reconstituted in the Atlantic Ocean?

What version are you playing? The naval reconstitution bug was supposed to have been fixed recently.

We've got the bulk of the Royal Navy reconstituting somewhere around the shores of the UK, but the weakest unit is attached to the Africa formation and will appear somewhere near Cairo - this represents the fleet being beaten, but not sunk to the last frigate, and refitting in Alexandria, which was one of the best equipped ports in the Mediterranean.

Why not put it to reconsititute back at the UK? It can sail back later if the route is open.

Because we know that when the Mediterranean Fleet was damaged, such as following the kicking it received while trying to defend/evacuate Crete, it sailed back to Alexandria for refitting and repair - remember, a unit's disappearance (land and air as well) at this scale isn't supposed to represent every man, plane, or in this case ship, being killed or destroyed, merely the formation being damaged enough to break off whatever action it's involved in.

If you like, think of its reconstitution being individual vessels being sent around the Cape or through the Mediterranean until its strong enough to act as a formed fleet again.

We have considered breaking fleets down further - like in 'Third Reich', where I think they go as low as individual vessels - but it doesn't suit the scale of the game.
