expanding upon the DF/CLose Combat issue, I think some issues (especially with the Kirkland AFB scns) could be cleared up with the introduction of ROEs - ie the "civilian" factor in the Kirkland scns could be replaced with strict ROEs - likewise, for some of the "war" scns, you could make them "weapons free", making DF a lot more likely. :)
ofc, LOS comes into this, but my helos see, see, see, but they don't, shoot, shoot, shoot...
it would also be nice to to able to "force" my men to fire on something, regardless of LOS/Civilians/blah blah blah - "see that building? It better not be standing when I get back".

How would these ROE being integrated into the game? Are you talking about hardcoding that in the engine or simply making the ROE part of the OP order (scenario briefing)?
I really like this idea.
I'd think building it into the op order/scenario briefing would be the way to go. Perhaps the scenario designer could even set parameters for dis-allowing arty on urban areas and/or possibly even designers-specified areas.
Probably a fair bit of work adding this one unfortunately. As much as I like it I think there are higher priorities in the short term.
