Stacking limits

In almost all of the scenarios, every hex on the map shows 100% stack. It shows this if there is one unit in the hex or none. The only exception seems to be when there is a helicopter in the hex, then shows 80%. Shouldn’t an empty hex show 0% stack? What’s going on here? :hmmm:

The stacking level shown is the percent of normal stacking allowed in the location. It has nothing to do with the units already there. For example, the normal deployment limit is 24 tanks per location. However, if the stacking level is 50%, the limit is reduced to 12. Stacking reduction levels are set in the TEC.
