Help with Weapon Information

I am not exactly new to wargaming and have a fair understanding of the most commonly used weapon systems deployed today, however, some of the information in POA2 has me thoroughly :confused:

Take for example the "Maser" unit as depicted in Scenerio #2. What the heck is a Maser and is a 10Kwatt maser a good thing or a bad thing. The detailed weapon info mentions that it is non-lethal. Ok, so what do I actually use it for.

Can anyone recommend a good website that or book that would provide more "useful" information on some of these more esoteric weapon systems?
