Should the values of Rifle Musket Companies be increased? Currently the infantry companies look like this:
Flintlock Company AP-10 DF-9 AT-5
Percussion Company AP-10 DF-12 AT-6
Rifle Company AP-12 DF-15 AT-12
The proposed change would be this:
Flintlock Company AP-10 DF-9 AT-5
Percussion Company AP-11 DF-12 AT-6
Rifle Company AP-13 DF-18 AT-12
Values of later infantry companies would also increase as the changes trickle up. The reason for this change is to give rifles more firepower over earlier firearms, especially on the defensive.
I think each change has to be voted on separately. For instance, I don't believe that Flintlocks should be made more powerful unless you take it does not take into proper consideration the tactics used as the time (line'em up shoulder to shoulder and blast away, type tactics). If this is an issue, than the vote should be yes.
However, I think this was given proper consideration. Remember, the scenarios so far have not been regimental, they have been divisional. I believe it's as realistic as you can get on this level. A tweak here and there probably won't change it much, and it shouldn't.
Admittedly, rifled muskets are another matter. Armies going into battle armed with rifles, using Napoleonic tactics, suffered significant loss as a result.
As for the Prussion breach loader (circa 1860), I don't believe that weapon was as effective as history leads us to believe. I read somewhere, that the weapon would foul up from moderate use (an hour or two of continuous firing) eventually making the weapon all but useless.
Now the 1880's are a different story. The weapons here were devastating because of the tactics used. More open order, but still not much changed much from the American Civil War.
On a division or corps level, a unit would break when its stamina gave out, or its last reserves committed. Stories on this subject are everywhere. The measurement here should be an increase or decrease in proficiency.
Anyway, if you do increase the firepower it shouldn't be by much.
You guys have done a great job.

Can you post the XIX data base in a spreadsheet format so that all can see the relative differences among unit types? Think this would help many of us to evaluate and provide useful feedback.
