The tournament is created in the arcade, just click the tournament link near the top and you can play 3 games of pool, your best score gets submitted. Only 4 in this one as I didnt give much notice, but should be fun :p

Looks like the tournament broke. I can't play my go in the final as theres nothing there. I'll see if this can be fixed or not
