The crusader AA unit shows an antipersonel strenght of 63.
This is a WWII tank.
Meanwhile the Tiger tank only has 28.
Are these numbers correct?

If it is about the crusader Mk II AA, it use a 40mm Boffor gun with a high rate of fire, like the US M16/M19. In TOAW force editor they are both rated with a 63 AP value
if it is the mark 3 with a twin or a tripple oerlikon 20mm gun, it seems the AP value is to high

These vehicles were used to great effect particularly in the Korean War against exposed infantry, so the AP value is justified.
In Second World War scenarios, particularly before the closing months of the war, it might be best to leave these vehicles out as I don't think they were used in this role initially.
There is a scene in Band of Brothers (one of the later episodes I think) that shows an M-16 gun carriage (four .50 cal machine guns mounted on a half-track) firing into a small village. This was an extremely effective anti-personnel system. Excellent range, high rate of fire; very scary. :TRUCE:

that kind of vehicle was used by all belligerent in the Italy campaign. It's great to be on one side of the hill and to open fire with such a vehicle on the other side of the hill.
