An example:

Year is 1941
Soviet player has embarked a division and a brigade. The planned landing hex was enemy controlled (but not occupied) from start of the turn. The division can enter the hex in movement but this still counts as an invasion and uses up the "quota" of the year. Therefore the brigade is not allowed to enter the hex as well, until next turn (not just attack phase). If the port is still friendly controlled in next soviet turn, Soviet player can pour as many units into the port as he likes, or have capacity for.

Had the year been 1942 both units could have entered the hex in the same turn and the Soviet player would still have ½ division (=brigade) left that would be allowed to enter.
