I've tried to open the unit.dat files with access, but have had no luck. What am I doing wrong?

It is a text file - try Notepad.

In any case the COMPONENT Data is read by PCOOB and if you want to adjust a value, sure you can do it in the DAT file and then save it back to your OOB file globally. But often you can chang ethe same value in the OOB Editor - press the Save Button in the Unit/Org Dialog and do it there faster.
