Repairing cargo ships?

I was playing with the japanese and two of my cargos has been attacked but managed to escape.
They continued with theyr trades in very bad shape, expacially one wich had "currently max speed=0" and 8 degrees list, even when they reached japanese ports they still left in such conditions.
Evryone else experienced this?
