The manual states that if all of the Command Groups of an HQ are eliminated then the units in its formation are likely to go into reorganization.

Is this a proportional or "all or nothing" effect?


In terms of proportional i.e. if 3 command groups are authorized and 1 is present, units in the formation have some % chance (33%?) of going into reorg.

If "all or nothing" - it just means a chance if and only if all the command groups are eliminated.

I think that there is some % chance that they will go into reorg. I also don't know how it is calculated. But also more than this I think that units go into reorg. because of high casualties (sometimes they can go twice in a row, like my rumanian armored div. in fite)...
I think that proficency play also a VERY big role in a chance of unit going into reorg. Higher prof. - less likely to go into reorg.
