..only after I clicked on "End BAttle".

Oki, report said, there were 6 ships around, I only saw the merchant, might be they were hidden behind land.

See attached pic.

This happened in a fresh 1.015 campaign.

Z.

PS.: when I loaded the savegame of this battle to look if I missed enemy forces before, the battle ended almost immediatly with 1 ship being lost or surrendering, as it should. Strange.

In 1.015, things are different than before. The world no longer has an edge like we'd come to expect and several times I've run into new enemy forces that were over the horizon to begin with, but which were there in the new area following a map expansion during a chase.

That being the case, does the AI get the benefit of map expansions, too? If so, then perhaps the additional ships in the AAR screen were in the new part ahead of the neutral. Therefore, IJN ships were in sight to the neutral so it wouldn't surrender when you got within range. You just didn't know about them yet because you still weren't close enough for the map to expand from your POV.

I've also noticed that ship positions vary a little bit. IOW, say you have the campaign saved at Time A on the campaign map. Shortly thereafter, you have a battle at Time B. If you reload the save and start over at Time A, you will almost always have the same battle. However, it usually won't be at exactly Time B, but within +/- a few minutes of Time B, and the ships won't be quite in the same place as they were the 1st time. That being the case, maybe the 2nd time you ran this battle, the merchant was just a hair closer to you and further from the far map edge, so you got within range before it spotted the other IJN ships just over the horizon.
