Rivers. Defend on them or behind?

As in the title. When defending which position is better (for the defender)? On the river (in a river hex) or behind the river (give the river to your enemy). The manual says the when attacking from a river hex the attacker strength is 0.7x his original strength. Does this mean let your enemies have your rivers?

Advice or opinions would be greatly appreciated. :smoke:

Better to defend behind the river, so that your enemy is attackign from the river hex, and is therefore recieving the reduction in lethality.
