I noticed that the scenario has a MRPB of 3. What exactly does MRPB mean. I have read the manuals section on this but can't claim to be any the wiser.

I noticed that the scenario has a MRPB of 3. What exactly does MRPB mean. I have read the manuals section on this but can't claim to be any the wiser.
Maximum Rounds Per Battle. It's the maximum % of your turn any round can take- in this scenario that would be a value of 3 or 30%.

In previous versions of TOAW units (particularly armor or recce) could hold up whole fronts for 10 rounds (basically your entire turn- called 'turn burn'). This new feature prohibits this by 'capping' the amount of time a round can burn.

It's probably most useful in larger scenarios where a Soviet AA unit in Vilnius fighting to the death against Army Group North could cause Operation Barbarossa to grind to a halt.

in other posts you point out that if you use the dug out artillery units with 0 MP in direct fire mode it would burn the whole turn. Why wouldn't this be capped at 30% of the turn.

That would be because the MRPB caps how much time a batle can use.
For example, if unit A, with 10 out of 10 MP attacked another unit. It would go a maximum of three rounds, and since it started with 100% movements, you would finish the battle with 70% of your turn left.
If, for example, you attacked with unit B, which had 5 out of 10 MP left, he would start the battle 50% through the turn. He would go a max of three rounds, taking up a total of 80% of your turn.
If, for example, you atatcked with some arty that had 0 MPs left, you'd be left with 0% of your turn after it finished.
