is there a way to pull up a list of all arty units so as to set them all to Tactical if we so choose. I see you can use Order of battle to get a rough list.

Not really - mainly a matter of keeping them segregated outside of the front lines, stacked with HQ's or other readily identifiable units - supply units or AA for example.
