just started playing a scene called "europecowver60" its a 1938 - 1946 sim of WWII and noticed the garrison units have "spare equipment" assigned, sometimes many hundreds....

well if you examine that piece it says "DO NOT USE" and wondered what if any effects it has?

Don't know the answer but why play that scenario when you can play Europe Aflame?
