Is there anyway to tell the troops under my command to hold their fire under all circumstances?

I've often had this problem in defensive positions where my machinegunners would take potshots at enemy armour despite the fact that I've ordered them to hide.

I've also had this problem with tank crews who are underfire who would then suddenly turn around, revealing their vulnerable side armour, whenever nearby enemy infantry is revealed.

Any way I can deal with this dillema?

If I remember what the CMBO manual said it has to do with the quality of the unit. Elite units will alow an enemy to close closer to their positions then conscripts will, thus making better quality units, better at ambushing. Leaders with Stealth points also improve the odds they will hold their fire longer.

Reread the section in the manual on "Covered Arcs". Setting small arcs on your MG or any infantry unit should keep them from firing on anything except a unit wandering into the arc. You do not even have to keep the units hidden when using this command. Using the "Armor Arc" with tanks will keep them from targeting infantry unit’s even if the wander quite close to your tanks. Hope this helps.

Probably, but covered arcs allow you to order a unit to stay hold fire until something wanders into the arc. Just be warned that if you use it in conjunction with 'hide' it reduces your unit's spotting capabilities.

I concur with Gonzo in making those "arc's" as small as possibile. That will increase the chance your units will not shoot randomly when hidden.
