So um.....hey you guys......I've got this situation where there a lots of my ( Soviet ) ships near Sevestapol and I want to defend them against air attack using just the ships themselves. Should I :
1) separate the ships into different hexes, one ship to a hex to minimise losses
or
2) stack as many ships as possible into one hex so as to use their defensive strength(s) to shot down as many planes as possible.
What do you guys think????

Just move them into the city... Or bring lot's of fighter umbrella and put it into air superiority... but in FiTE it's hard to defend Soviet ships so you must put it in the harbour then attacking planes attack everything so ships have much, much bigger chance to avoid being hit.
Hehe. My opening move in FiTE is always to attack Soviet ships on first turn, I send Rudel and Ju87.

everything in one hex is to be avoided, you might shut down more planes but you're sure to lose all your ships. like bloodstar said an anchorage hex with other ground units is better ( try to find units with lots of aa guns). To increase fighter coverage is also good.
an alternative is to scatter your fleet into the sea hoping not to be spotted. This solution presents the advantage of being light in term of equipement needed (you don't need fighter or other ground units) and if your opponent doesn't have any ships; he'll have to count on lucky recon to spot your ships.
Of course each ship spotted is likely to be sunk.

The main thing is that for some reason in TOAW stacking naval units together with land units (embarked or otherwise) makes both less vulnerable. Some scenarios forbid leaving naval units in anchorages for just this reason.

Yes, you could argue that a mass of ships crowded together (e.g. Pearl Harbour) in port is a more tempting target for just about any sort of attack (air, naval or ground), but hiding them in harbours with land units is the answer at present.

Yeah. Hence house rules against putting naval units in anchorages. This is also important in limiting the range of naval gunfire support.
