My opponent is blockading Malta with Italian fleet.
Italy is not yet at war with UK and France.
I am prevented from moving reinforcements in.
What is the International Law of the Sea?

This shouldn't be allowed until Italy formally enters the war. If Italy had attempted anything of the sort it would have found itself at war sooner than it did. The Italian Fleet is only allowed to move from the start as the units have to begin at sea, and need to be allowed to move into a home port.
I suppose you could attack the naval units with the French and British Fleets, and their bombers, but I bet that your opponent will then claim that Italy's still neutral!
This sounds pretty gamey to me. Tell him to keep the naval units in port until Italy joins the war.

I agree. Blatant abuse. Would it be possible to have the italian fleet deploy on the same turn that they enter the war?

Yes, could do, but they're on the map so that they can sail to a (home!) port to defend against a lightning Allied invasion as soon as Italy enters the war. Being charitable, perhaps Ian's opponent didn't realise the implications of Italy 'blockading' British ports while supposedly neutral.
