There are two things that are paramount to the success of your scenario.

When you put the scenario together and see how it plays the first time when the scenario tells you which mode it will best play. Make it happen.

Make your scenario be either for H2H, TCP/IP or vs AI play. I would suggest against determing that BEFORE you playtest it. I'd like to have a dollar for everytime I thought I was making a scenario for one mode of play, only to find out, it didn't play well in that mode. Then, I had to fix it, to adjust to the mode the scenario played best in.

First, let me say, I playtest all of my scenarios with a +2 CEB.

While you are playtesting it watch for certain things. Is it easily beaten? Too easily beaten? If so it may be a candidate for H2H play. Can you make a minor adjustment and have it make a large difference in play one way or the other? Or maybe in two different directions. Then you make TWO scenarios that play exceptionally in two modes, not one that plays half way good in two modes.

Second, there is only one way to know how a scenario will play before you send it to the CM community. Playtest it! Over and over again. By you playing your own scenario over and over you will tighten it up. You may get to the point of beating it pretty easily. Maybe you won't. Some of my vs AI scenarios still beat me!! I'm not sure that says... :cry:

How can you ask others to play your scenario if you haven't played it? AND BEATEN IT!!! You need to have won the scenario in the preferred mode from the preferred side. If that is H2H or TCP/IP that means BOTH SIDES!! The gamers must have a chance at winning before it is a completed design.
