Double Deuce

Please review and comment on these over the next couple of days. These are the "soon to be Final" Aircraft and Artillery Rules for the NATO vs WP Combat Campaign.
X. AIRCRAFT AND ARTILLERY
X.1 INTRODUCTION
Both Aircraft and Artillery can have a significant impact on ground unit operations. This is especially true of Artillery, which, if timed right, can stop an enemy attack dead in its tracks or cause enough casualties to force the enemy to call off an attack before every reaching your defensive lines. Artillery is also useful for breaking up enemy defenses prior to or during your own attack.
X.2 AIRCRAFT
Aircraft Operations in this Combat Campaign will take the form of one of either Ground Support or Reconnaissance missions.X.2.1 GROUND SUPPORT MISSIONS
Ground Support Missions include attacking in coordination with offensive or defensive operations. These are usually aircraft assigned to fly into a particular zone/hex and be on standby to support units involved in combat in that zone/hex.
EXAMPLE: A Mirage F1 C Strike Element is assigned to provide support for an attack into Zone/Hex BB9. These aircraft will be included in Tactical Combat in that zone/hex and will be under the direct control of the Commander for that zone/hex. He can use them at his discretion for the duration of the Tactical Battle/Operational Turn (1 hour turn). At that time they will be reassigned to the airbase and be available for assignment during the next Operational Turn.
X.2.2 RECONNAISSANCE MISSIONS
Reconnaissance Missions consist of flying into a designated area and observing for enemy units or activities. It might be nice to know what enemy units are sometimes up to.Samples of Reconnaissance Missions may include;
• Locating Enemy Armor concentrations.
• Identifying Enemy Forces in Reserve behind the front line.
• Obtaining any other useful information on the enemy.
X.2.3 AIR DEFENSE OPERATIONS
Air units assigned to conduct Reconnaissance Missions are subject to being shot down by enemy ground Air Defense forces. In order to determine this, Double Deuce will review the aircraft’s flight path and determine if it entered any Air Defense unit’s Area of Engagement. If so Double Deuce will set up an AI vs. AI battle involving the Air Defense unit(s) and the Aircraft involved. The aircraft will be assigned to fly through the Area of Engagement and the AI will handle the Anti-Air action as the unit crosses the Map. Damage inflicted in this way will be transferred to the Aircraft for future reference. Should it be shot down, the aircraft is lost for the duration of the Campaign just as if it had been shot down in a Tactical Battle.
X.2.3.1 ENGAGING ENEMY AIRCRAFT
At the start of each operational turn Heavy ADA units (not ManPads) should be given engagement orders on how to respond to incursions into the area by enemy aircraft. For example; what ranges they should engage at. This information will be used by the OC (Double Deuce) as a trigger for determining when and if enemy aircraft are engaged by heavy SAM units (not ManPads). Once engagements have been triggered an abstracted battle will be set up to determine results. The resultsof these engagements will not be shared with the teams UNTIL all ground Tactical Battles have been set up and sent out for Fog of War purposes.
X.2.4 AIRCRAFT AMMUNITION
Air units will not have their ammunition tracked on an operational level but will be limited to available load-out packages when they are assigned missions.
X.3 ARTILLERY
The implementation of Artillery in the Multi-player Combat Campaign requires more extensive rules than the use of Aircraft.X.3.1 ACCURACY
Artillery fire may not always be accurate and will be handled by the Tactical Game Engine (WinSPMBT).
X.3.2 DIRECT SUPPORT (DS) MISSIONS
Artillery Direct Support Missions are primarily those missions created to directly support ground units during Tactical Combat. The units involved in these missions need only have their battle assignments documented so they can be added to any Tactical Combat occurring in that battle.
X.3.3 GENERAL SUPPORT (GS) MISSIONS
Artillery General Support Missions are those missions created to pre-bombard a designated target area and not be under the direct assignment to a ground commander during a Tactical Combat. These would be useful for Interdiction and to bombard known or probable enemy troop concentrations.
X.3.4 ARTILLERY IN TACTICAL COMBAT
Tactical Combat is generally not a good thing for Artillery units. If the Artillery unit retreats or is caught while moving, a Tactical Battle may not always result.
X.3.5 SECURITY FORCES
Artillery units will not have a dedicated Security Force except those attached from regular forces and assigned as part of that unit or units nearby who can come to the aid of the Artillery unit should it be attacked by enemy ground forces.
X.3.6 FORWARD OBSERVERS
Forward Observers are simulated by the use of actual units in the OOB’s. In order for an FO to be present in a Tactical Combat IT MUST be included in the involved unit’s OOB at the start of the Operational Turn. Forwards Observers CANNOT be transferred from unit to unit unless they are physically moved there via the normal unit Movement Rules.
X.3.7 ARTILLERY AMMUNITION
Detailed tracking of Artillery Ammunition levels will NOT be used for the current Combat Campaign. Units will start a Tactical Combat will the normal basic load.
