here is a concept that I experimented with in order to get some more realism into the naval warfare aspects of TOAW: If you use road networks in deep sea hexes and use ground unit icons (BG or TF or similar icons) instead of ships with appropriate equipment (e.g. large guns for battleships, AA equipment for Air defense destroyers etc.) you can get simulate several aspects of naval warfare that TOAW currently lacks. For example air interdiction is now effective against "ships", you can put units on tactical or local reserve, and you can simulate missile strikes from ships.
There are drawbacks of course and some house rules must in place to prevent "naval" units from going on land but it may work.

I was wondering if anyone has experimented with this idea before and had any ideas/comments

To make a sea scenario, you will have to use the Bio Editor. No doubt about it. Trick the game engine into thinking that all land hexes are water and all land units are ships. Then make (redraw) the land units as ships. Of course you’ll have to change a ton of graphic bit map files from land-to-sea and sea-to-land, but then that is part of the fun of making a new type of scenario.

I wrote a number of WW I scenarios for Panzer General and was faced with many of the same problems. The Panzer General stuff seems to have come off all right.

It is possible.
