I'm playing a generator campaign against the computer. I'm modern Russian army, computer is USA. Both sides are set to receive up to 10 close air support sorties but my chances of getting any air units at all seem to be like 1 in 10. Most of the time I never see air units available for purchase while the enemy has A-10s and F-16 in the air practically all the time, forcing me to deploy strong SAM and AAA units. What's the reason?
