Soviet Surrender

The briefing says that Moscow and Stalingrad have to be taken to force the Soviets to surrender. Does this have to occur at the same time or can I take each at different times? Also if I take Stalingrad for example and then lose it later does this count for surrender purposes?

It's one followed by the other, in any sequence, even if the first has been retaken.

Bit silly, I know, but it's our friend the Event Editor.

To construct an Event sequence allowing for a Hex Occupation not to trigger a surrender if an earlier Event has been reversed...well, those familiar with the Editor will tell you it would be a nightmare, if it's possible at all. As the Russians, cling on like grim death to both Moscow and Stalingrad, whatever else happens. :(
