You need the tournament exe file ( actual version February 21) you can download it in the file download area of TOAW. This file is mandatory to play the scenario. Install it in your TOAW directory and click on it instead of OPART300.EXE. You'll see it is the same file but many airplanes with more accurate data have been added. Along with many new tanks and AT weapons

This will be normaly the 1st scenario to be played
NAME = 2004:Weserubung II
NEW Version Added the 02/21/2006, revision of OOB and TO&E, free landing if the 11th US armored brigade
VER 1.30 - SCALE 10km/Hex, Time Scale: 1 day per turn, Game Length: 20 turns .Scenario begins the 20th April 2004, Location: South Norway, south west Sweden & Denmark.
This scenarion is an extension of "2004:Opération Lion de mer" scenario.

Name = 2004:Operation Lion de mer
VER 1.5 - SCALE 10km/Hex, Time Scale: 1 day per turn, Game Length: 40 turns .
Scenario begins the 1st April 2004, Location: Great Britain & Northwest of Europe.

Opération Lion de Mer
No Coalition air assault on Europe, neither sea landings. There is small sea transport value set for coalition to permit small surrounded units in anchorage to escape by sea, or to move to still coalition owned anchorages
No airbase attack except the ones located in Great Britain itself. Northern Ireland and other west UK islands airfields are safe places along with Norway air bases.An event will permit you to launch attack (both sides) on airbases except Norwegian ones!
If Coalition accepts the Scandinavians countries ultimatum all US air forces in Norway have to evacuate to UK airbases, but he will receive US and Canadian reinforcementsDo not forget to copy the bmp file in the graphics subdirectory

Name = 2004:Second Battle For France
VER 2.0 - SCALE 10km/Hex, Time Scale: 1 day per turn, Game Length: 40 turns, location: Northwest of France and Belgium.
The Scenario begins the 3rd of June. The 3rd and 4th of June are under cease fire conditions. The war opening is set for the 5th of June 2004 with a one turn air war, the 1st landings begin the 6th June 2004.
Please note that you must use the 2 first turns to deploy your land units. The US player must use his theatre options on turn one.

Second Battle for France
No European airborne assault on UK, neither on western deployment island
No airbases attack except the ones only located in France & Belgium hexes. So no air attack neither on UK air bases nor on all theses situated on black background NOTE: An event-based message will inform you that you can overthrow this rule.
When scenario begins both Belgium and Netherlands are neutral. So, no attacks against them before turn 5.
There will be a black counter blocking the Coquel terminal hex when Coquel Terminal is destroyed. It is set there to block any Rail reinforcements and supply coming from UK. It must never be attacked nor removed.
Do not forget to copy the bmp file in the graphics subdirectory

First please accept in advance my apologize for my Frenglish, if you find a better way to traduce my ideas don't hesitate to send me your corrections.
So let's go.
Following the hard French bashing, before the 2003 invasion of IRAQ, I did a special posting in the former WarfareHQ web site, concerning a nightmare scenario where the Coalition USA/UK decided to invade France.
Some war gamers asked me to translate this into a TOAW COW scenario. This I did during more than two years. I'm proud to offer you the final result with 2004:The Second Battle for France scenario and its symmetrical one 2004:Opération Lion de Mer that you can easily translate as 2004:Operation Sea Lion and an add-on to Operation Lion de Mer called 2004:Weserübung II.
I tried to get the most accurate OOB and TOE for all armies involved in those 3 scenarios. At now It took me at least two full years of research, mostly at night . Concerning especially the French army it permits me to publish an article in the Strategyzoneonline web site. You may have a look and use it.
Those three scenarios, as I write it, can be played with TOAW COW modified exe file called Tournament.exe. Today only Weserübung II is working with the PO.

1.Historical background
The historical background is mainly the same for both scenario until February 2004 where a small detail have changed the military situation
2003
Due to unending opposition of France to US policy in IRAQ, thinking that the mike was off a very important US official told insults against France and its president. It becomes a huge diplomatic scandal. But no excuses came from the White House.
After the fall of Baghdad the WTO declares all contract concluded with IRAQ, before US intervention, by French German and Russian companies were still legal and must be respected. US officials refused to obey arguing that blood of US soldiers permit to bypass all past contracts. The climate become colder and colder on both sides of the pond, add to all that a big French/German bashing along with a general boycott of all French and German products. No more Mercedes or BMW cars were sold in USA. All US contract realized with these two countries have been cancelled not taking care of all WTC decisions
In return in a dramatic NATO meeting, Wednesday 1st of October, both France and Germany regrets that US treats them more as enemies rather than allies. US Officials stay deaf to Belgium and Dutch appeasing speeches. Facing such bad will These four countries declare that they leave NATO. and by consequence request that all US and British troops leaves their territories before the 1st June 2004.
The Eastern countries, postulants to EU admission denounce severely the attitude of France and her allies. Some declare themselves still members of NATO or show solidarity with the USA. Despite hard diplomatic action of Italy and Spain, Poland, Czech, Slovakia, Baltic States and Hungary refuse to return back on their declarations.
Beginning of November France Germany Belgium & Netherlands, in a dramatic European Council oppose a veto to the final integration of these countries in EU. Austria, Denmark, Finland, Greece, Ireland, Sweden, abstain. In UK, upset, the house of parliament ask for UK to retire from EU, Tony Blair must resign after a defiance vote. New elections are due for the 11th of January 2004.
December 2003 a new strong political axe is born which links Paris, Berlin, Brussels, Madrid and The Haag, tighten up by a mutual defence treaty through a reinforced Eurocorps. This new Entente walks side by side with Moscow. Already since September French and German investments in Russia increased to an unexpected level showing how high and tight the Political and military cooperation is set.
2004
January, UK pools give an overwhelming majority to a newborn liberal party, which wants UK to leave EU, Labour and Tories collapse with 30 MPs only!.
Since mid-January UK and US troops leave Continent and go directly to UK were US troops deploy themselves with assessment of the new British government. Unusual intense air and sea traffic between US and UK alarm France and Germany secret services.
In February. a joint manoeuvres show, in Ukrainia, Eurocorps and Russian divisions working together. USA protests telling this new alliance is a threat for US/NATO security. Moscow says USA is not Russia enemy and US don't have to fear about this cooperation.
Specific part for Second battle for France
A strange incident has marked those manoeuvres, a bus with all the best strategists and planners of the Eurocorps was severely damaged in a fatal traffic accident. There was no survivors. The investigations made have demonstrated clearly that it was a sabotage of the breaking circuit that was at the origin of this accident. In the Eurocorps HQ inspired pieces imply the US Delta Force.
In March a big Shiites riot occurs in IRAQ, the pro US government is overthrown. An Islamic republic is proclaimed. In result, Kurds create a Kurd Republic, Turkey and Iran invade this new country. A civil war blow in IRAQ. Mr Rumsfeld declares that France is deeply implied in this "Coup d'état" and that's the straw that break the camel back. He declares that France is a threat to US policy, and except if France return to NATO and stop to counteract against USA, the US government must treats France Officially as an Hostile country and France will suffer all consequences.
France protests against this unacceptable ultimatum, and refuses its terms. France denounced this as an unacceptable aggression of an US imperialist policy.
Mid May it is clear that US has sent something like 400.000 soldiers to UK. France knows that US will invade its territory. Reserve mobilization is proclaimed and conscription re-established.
We are June the 3rd of June, USA and UK declare war to France. As a bad wink to history, the 6th of June US V corps lands on French coast ....
Specific part for Opération Lion de Mer 2004 & Weserübung II
During the manoeuvres in Ukrainia, a US made stealth helicopter with no identification marks crashed with 10 peoples inside. Investigations shown an engine failure. The bodies were never claimed and then were buried in the small village of Kroina.
After theses manoeuvres, a dramatic and tense meeting was held at the Eurocorp HQ in Strasbourg. The best Eurocorps strategists and planners headed by the German Heer Plännung Schule, arrived to the conclusion that the US/UK coalition are planning an invasion of France and a tidying up of European Union, to transform her just as a big free trade market under UK leadership. They declared too that the invasion could be scheduled for June, but in all case, it would certainly drive to a French defeat, even with an intervention of European Union countries.
The EuroHQ officers informed their respective Government about theses conclusions. In a emergency meeting in Berlin, the leaders of Belgium, France, Germany, Luxembourg, Netherlands and Spain convinced that they were playing the survival of the European Union as an independent entity, decided to drive a
"Six days war like", as a preventive action against coalition forces in UK. This action will be put under the command and control of the German OKH and leaded by the Eurocorps HQ in Strasbourg.
The OKH decided that the first fight would occur in the early hours of the 1st of April. This will be a bad JOKE for the coalition, the code name for the operation will be 2004:Operation Lion de Mer / See Löwe / Sea Lion 2004.

End of March, the Euro corps HQ announce official manoeuvres of its forces in North West of Europe. The official goal of these manoeuvres is to test the capacity of Euro corps forces to react to a possible landing aimed against one of its members. The Coalition saw those manoeuvres as a political message Don't touch to France we will help her!.The Pentagon officers and White house advisors laughed of what they called a ridiculous intimidation demonstration.
It is true that what the satellites shown in north west Europe was a big mess: a lot of, traffic jam, troops which seems to mix each other in confusion, no real defined progression axes, something worse than classical road traffic in some Mediterranean capitals!. Mess impression comforted by a continuous emission of confused radio messages in different languages. All that stuff leads Pentagon stars to this conclusion: the inability of any coordinate action between European forces.
However some agents of CIA looking more deeply to data collected saw that all this confusion was leaded under a computed hidden order, and at the end a real structured movement was planned. This mess is simulated, just a smoke cloud to mask a hidden goal They saw that there was a possibility of an imminent action against Coalition forces in UK. They tried in vain to alarm the higher level of their hierarchy in White House, but overconfident as were French GQG in 1940 denying possibility of the Ardennes crossing by Tanks, they refused to see the evidence that the Europeans were preparing the invasion of Great Britain.
The 1st of April At 01:00, a Belgium Paracommando battalion took the full control of the Channel tunnel. The air and see assaults took place at dawn, it was a complete surprise.
Specific part for «Weserübung II »
The European troops easily conquered London. With a great luck EU intelligence troops digging in ruins of the UK Foreign Office found two crucial documents. The first one described the overall process of France invasion and the AMGOT provisional measures to manage the French occupied towns, based on IRAQ experience.
The second one described what would be the new rules that USA & UK want to impose to the dead born European Union; a wide free market with no political ambitions. The main role would be devoted to the triumphant UK (sic). Both documents diffused worldwide have returned the political and public opinion if favour of the EU.
In Scandinavia, from the fist day of war, Norway offered shelter to US Air Force squadrons. But the DoD fearing changes in neutral policy of Scandinavian EU members, decided to create an air exclusion zone which unfortunately covers great part of Sweden and Denmark airspace.
To protest against this violation of their neutrality both countries sent non-armed planes in their own excluded airspace. US pilots open fire immediately. The result was brutal: 20 airplanes shot down and 15 pilots killed. Denmark, Finland & Sweden shocked by this immoderate reaction, informed officially Norway and USA that from now their Air Force working tightly together, will engage any US or Norwegian planes which will try to lock them.
The 17th of April in a fierce dog fight both sides fired each other. The 18th, the three countries send an ultimatum to Norway & USA. If within 48 hours Norway do not stop to shelter US air units, they will be obliged, to protect their own sovereignty, to enter Norway in the aim to take control of the USAF bases in Bergen and Stavanger.
To add on their ultimatum, the three countries order mobilization and begin to move their units toward the Norwegian border.
To reinforce their presence and protect Norway the Coalition decided to route of 2 convoys toward Stavanger. Those two convoys will land 4 US heavy brigades, infrastructure for new US air squadrons along with many heavy weapons and reinforcements, they will join the still deployed 4th Brigade of the 10th mountain division.
US forces, in Norway, are preparing themselves to enter war. They will be reinforced in the next few days by the landing at Bergen of the Canadian expeditionary corps.
The 20th, following the reject of the ultimatum by both Norway and USA, the invasion of Norway begins.
