Well, if you mean one you designed then:

Go to Downloads / select the type game BO-BB-AK / select category / select scenario /select add & follow directions....

If you want to add a scenario to the CM scenario list then:

Go to WARS CCL / select CM / select submit game report- CM scenarios / select "if the scenario you need is not listed add it here" & follow directions.
