shouldn't there be a house rule to prevent the soviet player from activating his factories even if all rail lines leading to the urals have been cut off by axis units ?
Otherwise the soviet could just wait 'till the last possible moment before the city fells (even being completely surrounded), than simply activate his industry and denie the axis the bonus for its destruction.
Maybe it should be like this "the soviet player can only activate a factory if he can trace a rail line straight to the urals which is not enemy controlled or destroyed. One broken rail hex can be ignored, two or more broken rail hexes render this rail line invalid."
