Rumanian and Hungarian units are restricted to the USSR, the Balkans and Turkey

Croats and Bulgarians are restricted to the Balkans and European Turkey up to and including Istanbul


It strikes me as very odd that the Bulgarians who share a border with Turkey are more limited in how far that they can advance, while the Hungarians and Romainians who don't are allowed unrestricted access. IF anything, I'd think that the reverse should apply.

Does look odd, but the Bulgarians were the least enthusiastic of Hilter's Central European allies, partly, no doubt, because they were by far and away the weakest. They joined in the invasion of Greece, and were used as garrison/security troops in Yugoslavia, but they didn't even declare war on the USSR, let alone send any troops into the country (not that that did them any good in 1944).

So I reckon it's right to treat them as less committed than the Rumanians and Hungarians.

I use the Croats to secure Yugo/Greece/Crete, and the Bulgarians provide security for Rumania/Hungary/Bulgarian capitals, as well as the ports on the Black sea. The remainder serve to wait for the partisans to show up in Yugo/Greece.

I use the Croats for the northern Balkans and the Bulgarians for the southern Balkans.
