Combat Reports?

I know that Air combat reports are exaggerated by design but how accurate are combat reports? I made an attack in a GiO game today and the loss results came back at 19% for my Soviets and 0% for the German unit. However when I launched the attack the German unit was a 4-4 and when the attack was completed it was showing as a 2-2 indicating some loss. Are these reports dependent on recon or intelligence?

Well you can click on the attacker/defender buttons on the combat results window to see actual equipment lost. However, the decrease from 4-4 to 2-2 could be the result of supply/readiness loss. The number on enemy units, if you can see them, aren't deceptive...so far as I know. Then again, I don't know much.
