Generally speaking, when scenario balance is taken into account and playtested, it's only with pbem in mind. Very few scenarios are specifically designed for AI play (D. Mc Bride's Operation Mars comes to mind).

Can the Global Conflict 1988 be played against the AI?

it's not stated in the scenario briefing but as this scenario is awfully complex i'm pretty sure playing this one against the computer is useless.
the kind of scenario that works well to play against the po are scenario wich are tactical not strategical.
you can try arracourt and crete as the german even against the computer it's difficult to win it

Nope, likely his box was full. I've been waiting for his EA turn for a week, and when I asked him about it, he said he thought it was *my* turn! :D
