I asked this question elsewhere years ago and want to make sure of the answer. Increasing advantage toward a side simply "weights" combat resolution rolls in their favor. Right?

Correct - there is no effect on the AI decision making or anything like that.

I have found that in other games as well, the AI is shy. One that I found was very shy was in Campaign Eckhmul.
