In high density scenarios you can use them to ease the crowding on a stack. I typically use them as a guarding unit for enemy objectives that I hold in my rear or just behind my lines, bringing them up to complete an encirclement of an enemy unit.

Their main use is to lower your movement rate through a hex with refugees. I like using them to beat down partisan and guerilla activities behind my lines. Guerillas must be taught discipline somehow. :skull: :skull:
