This is but one in a series of pbem games that are being playtested for their maps and for the forces involved.
If the map is clearly a challenge then the forces are downplayed and both opp's will have been playing with force composition restrictions.
If the terrain is not too difficult then it is the forces that are being compared.
Simpler rule of thumb is the more open ground there is the more likely the force
compositions are unrestricted.
The greater the terrain density the more likely the froce composition has been restricted to avoid uneven play.
