Do Panicked or Broken HQ units still provide bonuses to troops if still in command range? I have been wondering about this and have not had the chance to observe it. Does anyone know?

Do Panicked or Broken HQ units still provide bonuses to troops if still in command range? I have been wondering about this and have not had the chance to observe it. Does anyone know?
I have found that the benefits of command are only given when the HQ is not in a broken or routed state.
KG_AGCent is correct. When a HQ unit falls below "penned", you will see its red in command lines go black.
