He's been working on the project for some time now, I believe. However I think things are moving forward.

IIRC, he refered to it as "TOAW's evil twin", in that it covers naval warfare in some detail but abstracts the land campaign.

I'm already looking forward to a "Jutland" add on. The Avlon Hill "Jutland" game was my first serious board game (w/o a board)-that was about 35 years ago; it's about time for a new version.
The battle of Toushima Straits is a good study of what happens when "yes men" get promoted to high position.

Norm has been working on this for quite some time, I can't wait to test drive it and see what happens!
